After weeks of denying involvement, the Kingdom admitted that Khashoggi had been killed at the consulate but claimed that the Saudi royal family had no prior knowledge of a plot to murder him. "It is my hope that the Senate will act and send a strong, unequivocal message that such actions can not stand and I believe that my legislation with Senator Graham is the appropriate response".

Khashoggi, a Saudi contributor to the Washington Post, was killed shortly after entering the Saudi consulate in Istanbul on October 2 to obtain paperwork for his upcoming marriage.

Haspel's absence from that briefing angered senators.

While Senate passage of a resolution would send a strong message to Saudi Arabia, it's unlikely it would become law before the end of the year. "MBS, the crown prince, is a wrecking ball".
