Trump tried to put the blame on Democrats as he left Washington, saying they didn't want to provide the bed space needed to detain unsafe people wanting to come into the U.S.

Former Democratic congressman Beto O'Rourke, a native of El Paso, also contested Trump's statements about the border town after the State of the Union. "How bad it that?"

Trump is holding a rally in El Paso, Texas, on Monday night and says he's going there "to keep our country safe". But that's not true.

"El Paso is disillusioned by President Donald Trump's lies regarding the border and our community", the resolution concluded.

A Republican National Committee spokeswoman said the barrier in place along the southern border between El Paso and Juarez have worked, including a sharp drop in human trafficking and drug smuggling.

The El Paso Times reported that this was not the case. As Politifact points out, the city's violent crime rate "was significantly lower than the average for all localities of a similar size" for every year between 1985 and 2014.

O'Rourke, who has said he will decide whether or not he's jumping into the 2020 presidential campaign at the end of the month, became a popular Democratic candidate during 2018 as he ran to unseat Sen. Ted Cruz of Texas.

In a release announcing Monday's events, O'Rourke's camp cast the protest as an effort to "show the country the reality of the border - a vibrant, safe, binational community that proudly celebrates its culture, history, diversity and status as a city of immigrants".

Moments before leaving the White House, Trump made it clear that O'Rourke was on his mind.

"I understand our competitor has a line, too, but it's a tiny little line", Trump said.

The El Paso rally is Trump's first since the November midterm elections and comes at a precarious moment for his presidency.
